## Rules

Bicep remains the maintained source. Generate ARM when required. Never
guess unknown customer values. Feature enablement and licensing
assumptions should be explicit.

## Decisions

Who deploys, who validates, who owns later changes, portal-change
policy, and upgrade delivery.
